A turnkey villa refers to a construction model where all phases of construction (project, permits, foundation, structural works, finishing, landscaping) are transferred to a single contractor firm, and the homeowner receives the residence ready for occupancy. In this model, the owner does not have to deal with each subcontractor separately; there is a single point of contact, a single contract, and a single center of responsibility.

How Does the Process Work? Step by Step

1. Preliminary Meeting and Needs Analysis

The owner's expectations, land characteristics, and budget framework are determined. At this stage, conceptual architectural ideas and possible system options (reinforced concrete, steel, prefab) are presented.

2. Architectural Project and Engineering Calculations

A preliminary project is prepared by a licensed architect, followed by final and implementation projects. Structural, mechanical, and electrical projects are also completed alongside. These documents form the basis of the permit application.

3. Permit and Approval Process

A building permit application is submitted to the municipality or relevant institutions. The permit duration can range from 1 to 4 months depending on the region and project complexity. In the turnkey model, this follow-up is conducted by the contractor.

4. Foundation and Structural Works

The foundation system designed according to soil survey results is implemented, then the load-bearing system (columns, beams, slabs, or steel frame) rises. This phase constitutes approximately 40–50% of the total duration.

5. Interior Finishing

Interior walls, plaster, insulation, electrical wiring, plumbing, floor coverings, and kitchen and bathroom fittings are completed at this stage. The owner's material and color choices must have been made in advance.

6. Exterior Cladding and Landscaping

Complementary elements such as facade cladding, roofing, garage, driveway, garden arrangement, and perimeter wall are realized.

7. Inspection, Handover, and Occupancy Permit

A comprehensive inspection (punch list) is conducted before the turnkey handover. After deficiencies are rectified, the occupancy permit is obtained and the key is handed over to the owner.

What to Pay Attention to in the Contract

  • Fixed price or unit price? Budget security is higher with fixed-price (lump sum) contracts.
  • Penalty-bonus clauses: Daily penalty amounts to be applied in case of delay must be clarified.
  • Material specifications: Adding the brands and standards to be used to the contract prevents disputes.
  • Progress payment plan: The payment schedule should be linked to work progress percentages; upfront payment rates should be minimized.
  • Warranty period: A minimum 2-year hidden defect warranty after handover must be included.

Difference Between Turnkey and Self-Managed Construction

In self-managed (piecemeal) construction, the owner makes separate contracts with each subcontractor: architect, structural engineer, construction foreman, electrician, plumber... While this model provides more control, it generates significant time and coordination costs. The turnkey model eliminates this complexity; however, choosing the right contractor is critically important.
